Diego Velázquez (1599-1660) is considered one of the most technically perfect artists of all time (Nicolas Pioch calls him a "painter's painter"). He was also one of the first artists to take as much interest in the common people and their affairs as in the aristocracy and royalty for whom he worked (I am nothing like an expert, but I think this is a tendency often found in Spanish painters - think of Goya's Prado de San Isidro, for example).
